Key Components:

Methodology:
The framework was developed through a rigorous process involving initial research, expert meetings, and the refinement of existing competency models. The development process was informed by the European Union’s 8 Key Competencies, and it incorporated elements that reflect the contemporary realities of 2023, such as the impact of the COVID-19 pandemic and the war in Ukraine.
Assessment:
A rubric-based assessment tool was created to evaluate civic competence at three levels: beginner, intermediate, and leadership. This tool, built on Bloom’s Taxonomy, allows individuals to assess their progress and identify areas for improvement across different dimensions of civic competence.
