Within the “Civic Competence Framework” our consortium developed a comprehensive assessment tool designed to measure and enhance the civic competences of young people. The assessment is built on the foundation of Bloom’s Taxonomy and is structured into three levels of competence: beginner, intermediate, and leadership. Each level corresponds to specific criteria that reflect different degrees of knowledge, skills, and attitudes essential for active civic engagement.

Key Features of the Assessment:
- Rubric-Based Structure: The assessment uses a rubric-based framework that categorizes civic competences into three main areas: knowledge, skills, and attitudes. This allows for a detailed and structured evaluation of a participant’s civic competence across multiple dimensions.
- Three-Level Framework:
- Level 1 (Beginner): Focuses on acquiring and explaining civic knowledge and skills, directed towards self-development.
- Level 2 (Intermediate): Emphasizes applying knowledge in action, enhancing one’s civic participation.
- Level 3 (Leadership): Targets those who can educate and disseminate civic knowledge, leading others in civic processes.
- Self-Assessment Digital Tool: A digital self-assessment tool was developed to enable young people to evaluate their civic competences independently. The tool uses a Likert scale with predefined responses to guide users through a series of statements related to civic competence elements.
- Testing and Refinement: The assessment tool underwent multiple testing phases, including feedback from youth and stakeholders, to ensure its effectiveness and relevance. The final version was optimized to be engaging and user-friendly, with results presented in a descriptive format to encourage self-reflection.
- Holistic and Inclusive Approach: The assessment takes into account the cultural and contextual diversity of the participants, ensuring that the evaluation is relevant and applicable across different settings.
